COTI CEPO Joshua Maddox Attends Inaugural New York City Digital Asset Summit Roundtable
Earlier this week, New York Mayor Eric Adams and Chief Technology Officer Matthew Fraser hosted the inaugural New York City Digital Asset Summit Roundtable. This seminal event brought together the “brightest and best” in blockchain to explore the opportunities and challenges facing the digital asset sector, and to begin shaping a bold, forward-looking strategy for New York City.
Key takeaway? Mayor Adams made it clear: New York is serious about becoming the leading global hub for digital asset innovation.
Privacy: A Critical Priority for the Sector
COTI’s CEPO, Joshua Maddox, was one of 60 key people invited to attend the event. Among many other topics, privacy was mentioned as being important for city documents (titles, death certificates etc…) and services.
In his opening remarks, Mayor Adams declared: “We are committed to making crypto and blockchain part of the NYC landscape. That is why we have brought the best and the brightest together for this summit to help us chart the path forward and hear from you directly.”
He went on to outline real use cases that the city is exploring, such as allowing residents to pay for services and taxes in crypto. Beyond payments, the city is also eyeing blockchain for city record-keeping, with an emphasis on privacy-first systems. Mayor Adams continued; “What that means is that birth certificates and death records can remain private but accessible to New Yorkers and their next of kin.” This is precisely where COTI’s cutting-edge privacy technology shines.
COTI’s privacy layer, built on Garbled Circuits and optimized for low-cost, high-speed, confidential computation, is ideally suited to support secure, civic use cases like encrypted records, confidential payments, and digital identity.

These speakers led discussions on streamlining New York’s notoriously complex BitLicense, the prospect of light-touch regulation, and the formation of a crypto advisory council for the Mayor’s office.
The tone of the day was undeniably optimistic. Mayor Adams is determined to create the friendly regulatory environment needed to help digital asset businesses succeed in New York, and make the most of the promising opportunities these technologies offer. “Don’t be afraid of the future and what it brings,” he said. “We want the jobs of the future in our city today. We support an equitable and inclusive tech ecosystem, and embrace emerging technology.”
